Some of the factors taken into consideration include: stability and size of the middle class, per capita g.d.p., history of political and military turmoil, etc. Put another way, we do not believe that "Return On Investment" is, or should be, the holy grail of investment decision-making. Granted, ROI is important, but it is not the only factor that should be considered.
